in Windows Task Manager :
delete all processes sysXXXXX.exe ( not System !!! )
in regedit :
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
delete all same sysXXXXX.exe
then change your wallpaper.
